[:en]The General Director of the ship Institute, who is at this position since 2015., a few days ago has resigned. The reason for this move are delayed salaries to workers, mostly highly educated engineers from STEM fields, due to a blocked account. The Institute is owing to Croatia bank 10 million kuna. This situation the Institute passed two years ago, when the workers were without salary for four months. Rescue is then found in the loan of HBOR 20 million kuna. Today it is necessary to find long-term sustainable business model so that such scenarios would not be repeated. However Ship Institute has a 70 years long tradition of research in technical sciences and is fully owned by the state. Due to the legal status of the Institute, it is denied access to the funds from which is financed research and development. The only way to preserve the scientific-research activity is to change the legal status of the Institute. The institute provides test and measurement to clients worldwide, and this situation threatened the negotiation of new jobs. For example, currently they work on project of the ship worth 50 million euro, and for each day of delay followed penalties that are measured in hundred thousands of euros. Services in shipbuilding and industry provided by the Institute nobody in Croatia does not work, and if the Institute goes bankrupt, it would probably mean its end.<\/p>\n

Razlog ovog poteza je ka\u0161njenje pla\u0107e radnicima, mahom visokoobrazovanih in\u017eenjera iz STEM podru\u010dja, zbog blokade ra\u010duna. Institut je du\u017ean Croatia banci 10 milijuna kuna. Ovu je situaciju Institut pro\u0161ao prije dvije godine kada su radnici bili bez pla\u0107e \u010detiri mjeseca. Spas je tada prona\u0111en u kreditu HBOR-a od 20 milijuna kuna. Danas je potrebno prona\u0107i dugoro\u010dno odr\u017eiv model poslovanja kako se ovakvi scenariji ne bi ponovili. Ipak Brodarski Institut ima 70-godi\u0161nju tradiciju istra\u017eivanja u tehni\u010dkim znanostima a u stopostotnom je vlasni\u0161tvu dr\u017eave. Zbog pravnog statusa Institutu je onemogu\u0107en pristup fondovima iz kojih se financiraju istra\u017eivanje i razvoj. Jedini na\u010din da se o\u010duva znanstveno-istra\u017eiva\u010dka djelatnost je da se promijeni pravni polo\u017eaj Instituta. On danas pru\u017ea usluge ispitivanja i mjerenja klijentima na svjetskoj razini, a ova situacija ugrozila je ugovaranje novih poslova. Primjerice, trenutno se radi projekt broda vrijedan 50 milijuna eura, pa za svaki dan ka\u0161njenja slijede penali koji se mjere u stotinama tisu\u0107a eura. Usluge u brodogradnji i industriji koje pru\u017ea Institut nitko u Hrvatskoj ne radi, a ako Institut ode u ste\u010daj, vjerojatno bi to zna\u010dilo njegov kraj.<\/p>\n

Der Grund f\u00fcr diesen Schritt sind die Geh\u00e4lter f\u00fcr Arbeitnehmer, meist hochgebildete Ingenieure aus STEM-Feldern, aufgrund eines Sperrkontos. Das Institut geschuldet Kroatien Bank 10 Millionen Kuna. Diese Situation verging das Institut vor zwei Jahren, als die Arbeiter vier Monate lang kein Gehalt hatten. Rettung ist dann im Darlehen von HBOR 20 Millionen Kuna gefunden. Heute ist es notwendig, langfristig nachhaltiges Gesch\u00e4ftsmodell zu finden, damit solche Szenarien nicht wiederholt werden. Allerdings hat Schiff Institute eine 70-j\u00e4hrige Tradition der Forschung in technischen Wissenschaften und ist voll im Besitz des Staates. Aufgrund des rechtlichen Status des Instituts ist es Zugang zu den Mitteln bestritten, von denen Forschung und Entwicklung finanziert wird. Der einzige Weg, um die wissenschaftliche Forschungst\u00e4tigkeit zu erhalten ist es, den rechtlichen Status des Instituts zu \u00e4ndern. Das Institut stellt den Kunden weltweit den Test und Messung zur Verf\u00fcgung und bedroht die Verhandlungen \u00fcber neue Arbeitspl\u00e4tze. Zum Beispiel arbeiten sie derzeit an dem Projekt des Schiffes im Wert von 50 Millionen Euro, und f\u00fcr jeden Tag der Verz\u00f6gerung gefolgt Strafen, die in hunderttausend Euro gemessen werden. Die Dienstleistungen im Schiffbau und in der Industrie, die das Institut niemand in Kroatien zur Verf\u00fcgung stellt, funktioniert nicht, und wenn das Institut in Konkurs geht, w\u00fcrde es wahrscheinlich sein Ende bedeuten.<\/p>\n
